What civil plans usually cover

Civil engineering drawings can address grading, stormwater drainage, paving, parking geometry, water and sewer connections, utility routing, site access, erosion control and other exterior infrastructure. The exact scope depends on the property and the agency reviewing the work.

New construction almost always deserves an early civil-scope review. Existing buildings can also need civil plans when the site is being reconfigured or utilities are being modified.

Drainage and impervious-area changes matter in South Florida

Because South Florida is highly sensitive to rainfall, flood conditions and groundwater, changes to paving, patios, driveways, roofs and site grades can have drainage implications. A project that seems like simple exterior work can therefore trigger site or environmental review.

Do not wait until the building plans are complete to ask whether the site can support the proposed layout. Civil constraints can change the architecture.

Utilities and sanitary sewer coordination

Projects that increase demand or modify service connections can involve utility and environmental reviews in addition to local building review. Miami-Dade’s environmental plan-review process includes sanitary sewer capacity and other program areas that may affect permit approval.

Right-of-way work can be a separate permit path

Driveway changes, utility connections, sidewalks, street work, lane impacts and other construction near the public right-of-way may require separate Public Works or engineering permits. Those approvals can have their own drawings, insurance, bonds or maintenance-of-traffic requirements.

For scheduling, identify right-of-way work early so the master building permit is not waiting on a separate engineering process.
