Permit time is not the same as reviewer time
A jurisdiction may publish an expected review window, but that is only one part of the schedule. Before review there can be application intake and fees; after review there can be corrections, County approvals, contractor documents, NOC requirements and issuance holds.

Project complexity determines the number of moving parts
A simple trade permit with no plan review is very different from a new building or restaurant build-out. More disciplines mean more chances for comments and more coordination between designers. Municipal projects can also require Miami-Dade County review in parallel.
Published timing is a benchmark, not a promise
Miami Beach currently says a typical plan-review cycle is about seven business days and notes that two to three cycles are common on average. Miami-Dade publishes general initial-review ranges for certain permit work. Fort Lauderdale also publishes service commitments. None of these eliminate the project-specific variables that can extend the full permit.
Use published review times for planning, but build the project schedule around realistic correction and agency coordination as well.
The fastest way to save time is to prevent avoidable cycles
Complete applications, coordinated plan disciplines, valid digital signatures and early outside-agency submissions are the most controllable schedule factors. After comments arrive, turn them around as one coordinated package instead of sending piecemeal revisions that create new conflicts.
What an expeditor can and cannot do
